Disability Allowance Program

Program Name: Disability Allowance


Introduction: A significant portion of the total population of Bangladesh is disabled. To implement the Rights and Protection of Persons with Disabilities Act, 2013, the Department of Social Services (DSS) established a software called Disability Identification Survey (DIS). According to the Disability Identification Survey (DIS) data, the number of persons with disabilities is currently 332,0017. The number of disabled people is increasing day by day. Due to the lack of proper understanding of disability and its causes, there are various misconceptions and practices prevalent in the society. The government has taken various programs to mainstream persons with disabilities through holistic development, rights and protection. One of the notable programs is the Disability Allowance Program.

 


Background: The present government is determined to give equal rights and dignity to the disabled. Bangladesh 'Rights and Protection of Persons with Disabilities Act 2013' was enacted in 2013. The Rights and Protection of Persons with Disabilities Act 2013 is a unique instrument for the rights and protection of persons with disabilities. Articles 15, 17, 20 and 29 of the Constitution of Bangladesh provide equal opportunities and rights to persons with disabilities as other citizens. As per Article 15(d) of the Constitution, the Government introduced the Disability Allowance Program as part of the State's responsibilities from the fiscal year 2005-2006. Initially 104166 disabled persons are given allowance at the rate of Rs.200/- per month.

In the current financial year 2023-2024, the number of disabled beneficiaries has increased from 23.65 lakh to 29.00 lakh. 850/- per month rate of allowance is Rs. The total allocation for Disability Allowance Program in FY 2023-2024 is Rs 2978.71 crore. Due to the close supervision of the highest level of the government and the tireless efforts of the officers and employees of the Department of Social Services at all levels, the Disability Allowance distribution program has achieved almost 100%.

A database called MIS (Management Information System) has been formulated for the purpose of ensuring greater transparency and accountability of the disability allowance program and making it acceptable to all. From the financial year 2020-2021 all the beneficiaries are being paid the allowance through Mobile Financial Service Provider Cash and Bikash and Agent Banking on GTUP (Government to Person) mode.

1. Fulfilling constitutional and legal commitments made to persons with disabilities;


2. socio-economic development of persons with disabilities;


3. Inclusion of persons with disabilities under social security programmes;


4. Payment of monthly allowance to persons with disabilities selected by the competent authority following specific guidelines;


5. Inclusion of the issue of persons with disabilities in the National Action Plan.


6. Issuance of Golden Citizen Card by survey to persons with disabilities.
